Focusing on so called Key Competences or 21st Century Skills urges educational organizations to redesign their psychosocial and physical learning environments. Inspired by studies indicating that considering learners’ perceptions of learning environments can have a positive impact on learning and wellbeing, our study aims at developing design principles for involving learners in the learning environment design. This dissertation analyses expertise-by-experience in Finnish social welfare organisations as part of the participatory practices presented as new democracy. It employs a governmental ethnographic method to investigate how a person with difficult experiences is made into ‘an expert of one’s own life’ and how the subjectivity thus created is connected to different possibilities and rationales of participation. AbstractThe study aims to gain a better understanding on how curriculum making regulated by reform’s implementation strategy contributes to teachers’ and teacher communities perceived curriculum coherence, and further to the impact that reform has on school development. The two-level path modelling was utilised for analysing clustered data including the 75 schools and 1556 individual teachers from these schools during the most recent Finnish core curriculum reform.
